This could be the 4th in the Wind Dancer series. It was written much later than the first 3, but it is tied in to the other 3 books very wellThe Wind Dancer set in 1500's
Storm Winds set in the late 1770's
Reap the Wind set in the early 1990's
Final Target set in the late 1990's I highly recommend reading all 4 suspenseful books!

This has all the elements of the best spy novels: Acton, suspense, mystery & surprises. The pshycological episodes are unique and entertaining. One gets to love the characters.
